The Trump administration released a sweeping offshore drilling plan on November 20, 2025, that would crack open vast stretches of America’s oceans to oil rigs. The draft proposal covers a jaw-dropping 1.27 billion acres of federal waters, dwarfing previous administrations’ offerings. Talk about going big or going home.

The five-year plan (2026-2031) outlines up to 34 offshore oil and gas lease sales spanning the Pacific Ocean, Gulf of Mexico, Arctic Ocean, Bering Sea, and Gulf of Alaska. It’s basically a fossil fuel free-for-all. Some areas aren’t even up for debate – legislation passed earlier in 2025 mandates 30 leases in western and central Gulf regions through 2040, plus six sales in Cook Inlet through 2032.

In an unprecedented move, the Interior Department won’t conduct environmental reviews of the plan. They’ve set a 60-day comment period and might skip public hearings altogether. Because who needs to hear from the public about drilling in their backyards – or rather, their beaches?

The timing couldn’t be more ironic. The plan dropped during COP30 climate talks in Brazil – talks the U.S. skipped for the first time in 30 years. Nothing says “we care about the planet” quite like revealing massive drilling plans during global climate negotiations.

California Governor Gavin Newsom, fresh from those same climate talks, declared the plan “dead on arrival” in his state. Environmental groups are sounding alarms about oil spill risks and wildlife impacts. Critically endangered species like North Pacific right whales face devastating consequences if drilling proceeds. The Center for Biological Diversity didn’t mince words about the “immense damage” the plan would inflict.

Industry insiders are certainly celebrating. This proposal covers 21 of 27 Outer Continental Shelf planning areas – basically turning America’s coastlines into one giant oil opportunity. The directive explicitly aims to restore American Energy Dominance while boosting domestic production to meet growing energy needs. This approach mirrors the administration’s forest policy that bypasses environmental protections to expedite resource extraction.

The stark contrast with the Biden administration’s more limited approach couldn’t be clearer. In just five years, America’s ocean policy has pivoted from protection to production. Drill, baby, drill is back – and bigger than ever.
